Assigning forecasts to a qualifier and running a scenario

Is it possible to assign forecasts to a qualifier? This would be similar to posting econ models using the endpoint: /v1/projects/:projectId/econ-models/:econName/:econModelId/assignments. Also, is it possible to run a scenario using the API? This would be similar to clicking “Run Scenario” in the UI. Thanks

You could assign an econ model with the qualifier but looks like qualifier has to exist. Is there a way to create Qualifier itself?
